From the contest rules:
Everyone gets one roll after a target number is announced. If after 12 hours from the announcement no one has rolled the target number, everyone gets a second roll. After another 12 hours has passed, everyone gets a third roll, and so forth. These rolls are cumulative; if you missed the first 12 hour period, you can make two rolls to “catch up”
